About the Council

The Family Planning Council is a private, non-profit organization governed by a volunteer Board of Directors. Its mission is to ensure the availability of high quality, comprehensive reproductive health services to low-income women, men, and adolescents throughout the five county Philadelphia area.

In fulfilling its mission, the Council supports a diverse network of 29 family planning Provider agencies in 85 locations throughout the region.

This impressive network includes the area's major teaching hospitals, Planned Parenthood affiliates, Federally funded community health centers, and the Philadelphia Department of Health. Family planning is also provided in local drug treatment programs, youth detention centers, and homeless shelters. In 2004, almost 140,000 low-income women, men, and adolescents were served Council-wide. The principal funding for these programs comes from the Title X Federal Family Planning program.

The Council also supports a confidential reproductive health hotline service operated by CHOICE. The hotline is staffed with professional counselors who are trained to answer a wide variety of questions related to birth control, emergency contraception, pregnancy, prenatal care, abortion, HIV/AIDS, and sexually transmitted diseases (STDs). For over 30 years, the Council has responded to the changing needs of the community by designing and successfully implementing innovative programs. Among these programs are The Circle of Care, a nationally recognized program for women and children affected by HIV/AIDS, a regional effort for the early detection and treatment of chlamydia, and parenting and prenatal programs for incarcerated persons.
