Our department is responsible for the planning, development, evaluation, and training needs of all the teen programs within the Council.

Health Resource Centers (HRCs)

In response to the Philadelphia School District's Policy 123, the Family Planning Council, in partnership with the School District, area adolescent health care providers and the Philadelphia Department of Public Health, administers a condom availability program in the Philadelphia high schools. The program's goal is to reduce the incidence of HIV, STD's and unintended pregnancy among students. This effort is made through school-based Health Resource Centers (HRCs) designed to provide students-- both in the schools and in their surrounding communities- with condoms and referrals to family planning and related health services. The existing ten HRCs are staffed by counselors, social workers, and health educators from local health providers.

These centers are secure, confidential places where teens can go to receive condoms, along with counseling, abstinence information, health and sexuality information, and referrals.

Schools and their supporting community partners are as follows:

Martin Luther King Jr. High School (Covenant House Health Services),
Central High School (Albert Einstein Medical Center),
Frankford High School (Frankford Hospital).

Philadelphia Coalitions for Adolescent Pregnancy Prevention Project

The Philadelphia Coalitions for Adolescent Pregnancy Prevention Project (PCAPPP) has been developed to reduce adolescent birthrates within a 13-zip code area in North Central Philadelphia. The Family Planning Council serves as the hub agency for PCAPPP, managing the project and providing the community coalitions with technical support. PCAPPP has established two community-based coalitions: the Youth Empowerment System (YES) Coalition and the Teen Futures Coalition. Each of these coalitions has developed a Business Plan & Community Action Plan, outlining the Coalition's objectives and strategies in addressing adolescent pregnancy. Both Business Plans & Community Action Plans are organized around a holistic Youth Development Model because the coalition members agreed that all needs of youth should be addressed in order to deal with adolescent pregnancy.

The coalitions have been active in efforts to mobilize the community in support of their objectives. Participation at local community social, cultural, and educational events has been highly successful in engaging residents and enlisting their support for the coalitions; they have also provided opportunities to network with and recruit other agencies and organizations participating at the events. One-on-one meetings and support letter campaigns have helped the coalitions develop partnerships with other community organizations and service providers. Through their efforts the coalitions have created partnerships with many segments of the community including:

  • Adult Residents · Hospitals and Clinics
  • Public Schools · Recreational and Cultural Programs
  • Adjudicated Youth Programs
  • Social Service Organizations and Agencies
  • Health and Family Planning Organizations
  • Youth Development Organizations and Agencies

The coalitions and their partners have participated in many adolescent pregnancy and youth development interventions. These have included male and female mentoring programs, condom availability programs, and teen parenting programs. The coalitions have also promoted awareness through participation in local and national teen pregnancy prevention campaigns and the creation of community sensitive materials about adolescent pregnancy.

"Pregnancy: It's Not For Me!" (PINFM)

"Pregnancy: It's Not For Me!" is a public awareness campaign that seeks to encourage responsible decision-making by teens about sex, promote improved communication between parents and teens, and dispel myths about teen pregnancy. PINFM materials include posters, bags, pencils, and key chains all featuring the PINFM logo and CHOICE family planning hotline (215) 985-3300.

All materials are distributed free throughout the five county Philadelphia area.

Puberty's Wild Ride

"Puberty's Wild Ride"The Council publishes a booklet for youth and their parents on puberty issues called "Puberty's Wild Ride". Topics include: sexual decision making, STD/HIV prevention, building healthy relationships, family communication, puberty, violence, communication, body image, peer pressure, diet and nutrition, smoking, and drug and alcohol use. The book is available for sale at a nominal price.

"Puberty's Wild Ride" is not yet ready for online preview or ordering. The Teen Workgroup hopes to make this publication available online in the near future.
